INFORMATION FOR INTERNATIONAL STUDENTS

After having successfully passed the final exams of the Preparation Course, international students have access to all courses offered at the educational complex of the Baltic Fishery Fleet State Academy (BGA) and Kaliningrad Marine College (KMC).

Please be aware of that all courses are taught in Russian language only. Therefore all international students must successfully take part in the mandatory Preparation Course before admission to any course.

Also please know, that for studying all technical specialities, you need to have studied mathematics, physics, chemistry, for at least 5 years at school.

2. Mandatory Preparation Course for all international students

All students, who successfully have participated in the Preparation Course program and passed the final examinations, will receive a document which qualifies them for studying their selected speciality in any Russian college or university.

The primary goal of the Preparation Course is to provide the student with such a level of knowledge of Russian which is sufficient for all studies in any Russian college or university. Supplementary to their language studies, the students of our Preparation Course will attend classes in mathematics, physics, chemistry, biology, plotting, computer science, etc. to acquaint them with the Russian standards for university admission for these topics.

The Preparation Course starts 1st September and is organized according to the university scheme: 2 terms with one exam session each, vacation. The final examinations take place at the end-of-second-term session. All students must arrive in Kaliningrad between the 20st and 31st August.

The Course language is Russian – from the first day. The first 6 months you will focus on the language; during the second term the other topics are added.

The Course is designed for 10 months of study, i.e. you attend approx. 36 hours of lectures and lessons per week in small groups of 6-7 persons on the premises of the BGA, plus approx. 2 to 3 hours of self-study per day.

3. Admission Procedures

Admission to the Baltic Fishing Fleet State Academy is highly competitive, but we actively encourage international student to seek admission. In the Application Form you need to show why you want to study this particular course, why you believe that you can successfully complete it, and that you have the financial means to pay your way through university in Russia.

Admission starts 1st April and closes 31st May of the year the courses start.

Documents to be submitted for admission and invitation

  1. Completed Application Form.
  2. Copy of applicant's passport, showing the applicant's personal data, passport no., place and date of issue and expiry date, previous Russian visa, if any;
  3. Legalized (either by any Russian Consulate/Embassy or by the Russian Ministry of Foreign Affairs) copies of documents on previous education (e.g. School Leaving Certificate) including the appendix with the list of passed subjects as well as grades or credit points received at examinations.
  4. Attested translation of the document mentioned in clause 1 into either Russian or English;
Please read the following information carefully:
  • It is illegal and therefore not possible for you to work in Russia to pay your way through the Academy/University. You will have to prove that you can finance yourself for your entire course and we will ask for financial guarantees.
  • The tuition fees do not cover expenditures related to registration with the Russian Ministry of the Interior, accident and medical insurance cover, accommodation in the dormitory, daily meals in the canteen and other costs of living.
  • After arrival to the Academy any foreign citizen is obliged to get a medical and an accident insurance policy. For costs, see price list. This is a very basic cover only. Therefore we recommend all students to get a travel insurance in their home country which covers full medical treatment and transport back home in case of serious illness.
  • The opening of a bank account in Russia takes about one week. Before that you can receive money transfers from your home country only by Western Union, Moneygram et.al. Therefore make sure that you carry enough cash for all expenses during the first few weeks!
  • Any foreign bank notes you bring into Russia must be absolutely clean, i.e. without any stamps, handwritten remarks or signatures. If the bank notes are not clean, Russian banks usually refuse to take them at all or they charge a commission of at least 10 percent, which will be for the student's account.
4. Visa Procedures

After successful completion of the admission procedures the Baltic Fishing Fleet State Academy will send you contract and an official invitation, which is necessary for obtaining a student's visa for the Russian Federation.


The contract must be signed by the student, scanned and returned to the Academy by e-mail within 2 days (e-mail address: oris@bgarf.ru).

Please note:
The Russian Embassy in your country will only grant you a student's visa if following documents (no copies / originals only) are attached to your completed visa application form:
  • Irrevocable bank receipt for full payment for the preparation course or a bank guarantee over 2700 USD to cover the tuition fees in case you want to pay at arrival;
  • Bank guarantee over 1500 USD to cover any expenses should you have to return to your home country due to severe illness or expulsion from the Academy;
  • 2 biometric passport photos, not older than 6 months;
  • Copy of signed contract;
  • Original invitation;
  • Letter from the Academy to the Russian embassy or consulate.
  • You must arrive in Russia at least one week before the date of expiry of your visa. Otherwise you may be refused entry to the country at the airport.
  • Your passport must be valid at least 9 months from the day of your entry into the Russian Federation;
  • The processing time for the invitation is approx. 30 days after receipt of your documents;
  • Visa procedures and government fees may be subject to change. Therefore we recommend you to check the requirements with the Embassy of the Russian Federation in your home country.
At Arrival In Kaliningrad

At their arrival in Kaliningrad all international students need to bring following documents:
  1. Extract from a national medical insurance card and a medical assessment about the student's state of health, certified by an official body of the country of origin's public health services;
  2. Certificate on absence of HIV infection, not older than 3 months and certified by an official body of the country of origin's public health services;
  3. Attested copy of the student's birth certificate;
  4. 10 photos, size 4õ6, produced on a matte paper;
  5. Sufficient cash or a credit card to cover all expenditures which arise during the first week, i.e. registration fee, medical & accident insurance policies, cost for living expenditures as well as for the hotel during the mandatory minimum quarantine period of 10 days (i.e. until receipt of a clean health bill after mandatory medical examination at arrival. During this time new arrivals are prohibited from living in the dormitory.).
